EDM Agent is not active and STEPLIB is not APF‑authorized
Certain execution environments require the PowerExchange Agent to run in supervisor state. The PowerExchange Agent must be active, or the job must be executed from an APF‑authorized library.

Make the PowerExchange Agent active or execute the job from an APF‑authorized library. If any unauthorized libraries are included in the STEPLIB concatenation, APF‑authorization is dropped for all of them.
