This message reports the start point used by the CAPI interface. On a warm start, the values are taken from the ERT record on the checkpoint file, which has a key of all hexadecimal 'FF' characters.
The sequence token defines the value of the last record processed, or binary zeros on a cold start, and only records sequence tokens greater than this value that are processed and written to partial or full condense files.
The restart token defines the time when the CAPI system starts accumulating units of work (UOWs). The restart token might precede the sequence token if there were incomplete UOWs when the last Condense job shut down.
