The PowerExchange Listener process cannot check the user ID and password because of an environment error. For example, on z/OS, if the PowerExchange Listener STEPLIB DD is not APF-authorized, its call to the PowerExchange security API does not succeed.
CDC processing ends abnormally.
For more information about the error, view accompanying messages. Also, verify that the PowerExchange Listener process has the required authorization.
