The task cannot start because insufficient below-the-line z/OS memory is available. To prevent the PowerExchange Listener on z/OS from stalling, the available below-the-line memory for the PowerExchange Listener cannot be less than the value specified by the JOB_START_MINIMUM_BELOWLINE_MEMORY_KB statement in the DBMOVER configuration member. Adabas tasks consume at least 104 KB of below-the-line memory after the OP call.

With the default JOB_START_MINIMUM_BELOWLINE_MEMORY_KB value of 3000 KB, the PowerExchange Listener can handle about 53 Adabas tasks.
If you reduce the JOB_START_MINIMUM_BELOWLINE_MEMORY_KB value to less than 3000 KB, such as 1200, about 70 tasks can start before the below-the-line memory limit is reached. However, lowering the minimum amount of memory increases the risk of S878 abends. Informatica recommends that you do not attempt to run more than 60 Adabas tasks. Similar considerations apply to Datacom and IDMS tasks, which also use persistent task technology.
